Enable law enforcement to immediately take the license of a driver who fails or refuses to take a chemical test for alcohol

Restrict the content and placement of alcohol advertisements on broadcasts, outdoor displays, internet marketing, etc. via state laws, local ordinances, industry self-regulation, or a combination of efforts

Provide information and increase motivation to change or prevent problematic alcohol consumption in a short session; also called alcohol screening & brief intervention

Limit the days alcohol can be sold in on-premise settings such as bars and restaurants or in off-premise outlets such as liquor and convenience stores; sometimes with limits to times of sale

Limit increases in the number and concentration of alcohol outlets by area or by population through licensing or zoning regulations

Increase the price of alcohol via taxes levied for beer, wine, and liquor purchases

Use devices such as speed cameras, laser devices, radar, etc. to enforce speed limits; devices can be permanent fixtures or be used manually by law enforcement officers

Establish a framework to increase walking and biking trails and improve connectivity of non-auto paths and trails in a particular area

Accommodate or provide dedicated infrastructure for cyclists via bicycle paths, lanes, cycle tracks or protected lanes, etc.

Set legal limits for drivers’ blood alcohol concentrations (BACs)

Implement checkpoints where law enforcement officers can stop drivers suspected of drinking and driving and assess their level of alcohol impairment

Provide financial assistance to working parents, or parents attending school, to pay for child care

Provide funding for local community development activities such as affordable housing, anti-poverty programs, and infrastructure development

Purchase the land a home is on to lease to homeowners with low and middle incomes and require homeowners to sell the home back to the trust or to another resident with low income upon moving

Enhance streetscapes with greater sidewalk coverage and walkway connectivity, street crossing safety features, traffic calming measures, and other design elements

Offer debt advice from trained providers to tenants with unpaid, overdue rent to help repay debt and increase financial literacy

Hold alcohol retailers legally responsible for injuries or damage caused by providing alcohol to intoxicated or underage customers; also called commercial host liability laws

Limit or ban alcohol establishments from serving alcohol at a reduced price as part of promotions; also called happy hour restrictions

Use specialized courts to offer criminal offenders with drug dependency problems an alternative to adjudication or incarceration

Expand refundable earned income tax credits for working individuals and families with low to moderate incomes

Initiate or increase retailer compliance checks, shoulder tap operations, parking lot observation outside alcohol establishments for laws that prohibit alcohol sales to minors

Use specialized courts to work with parents involved in the child welfare system who may lose custody of their children due to substance abuse

Provide education on basic budgeting, bank use, credit management, bankruptcy, credit building and counseling, homeownership, retirement, divorce, etc.

Adopt policies that allow custodial parents who receive Temporary Assistance for Needy Families (TANF) to collect all child support paid by the non-custodial parent; no portion is retained by the state

Train volunteers, professionals, or paraprofessionals to help residents assess and reduce environmental home health risks and recommend low cost changes (e.g., improved ventilation, integrated pest management, etc.)

Provide eligible families with low and very low incomes with vouchers to help cover the costs of rental housing; also called Section 8

Provide rapid access to permanent housing and support (e.g., crisis intervention, needs assessment, case management), usually for chronically homeless individuals with persistent mental illness or substance abuse issues

Provide funding, primarily to families with low or middle incomes, to repair, improve, or modernize dwellings and remove health or safety hazards

Strengthen policies that mandate ignition interlock installation in vehicles to prevent operation by a driver with a high blood alcohol concentration

Require developers to reserve a proportion of housing units for residents with low incomes via mandatory requirements or incentives, such as density bonuses

Support subsidized asset accumulation programs in which deposits by participants with low and moderate incomes are matched by program sponsors; withdrawals must be used for qualified expenses to retain matching funds

Offer incentives such as free or discounted bus, rail, or transit passes, reimbursements, partial payments, or pre-tax payroll deductions to encourage individuals’ use of existing public transit

Support a four-tiered approach to indoor pest control that minimizes potential hazards to people, property, and the environment

Acquire, hold, manage, and develop properties such as vacant lots, abandoned buildings, or foreclosures, and transition them to productive uses, often affordable housing developments

Eliminate lead-based paint and contaminated dust by removing or encapsulating lead paint, or removing lead painted fixtures and surfaces

Provide legal representation for tenants with low incomes in eviction proceedings or offer limited legal assistance to prepare tenants to represent themselves in court

Establish locally mandated wages that are higher than state or federal minimum wage levels

Provide funding via tax credits at the state and local level to support development and rehabilitation costs of low income rental housing

Use mass media campaigns to persuade individuals to avoid drinking and driving or to prevent others from doing so; campaigns often focus on the negative consequences of alcohol-impaired driving

Support programs that provide matched dollar incentives for low or moderate income individuals to place some or all of their tax refund in a savings account

Maintain the current legal age when an individual can purchase alcoholic beverages; currently 21 years in all states

Support a combination of land uses (e.g., residential, commercial, recreational) in development initiatives, often through zoning regulations or Smart Growth initiatives

Provide physical infrastructure (e.g., bike parking or showers), educational or social support (e.g., walking groups), and financial incentives that support active commuting

Distribute Naloxone to trained community members and first responders to reverse opioid overdoses

Provided work supports for low income individuals and families (e.g., job search assistance, transitional jobs, subsidized child care, health insurance, etc.); participants worked at least 30 hours/week

Establish roads that avoid built-up areas such as towns, cities, or commercial/business districts

Use databases, housed in state agencies, to track prescribing and dispensing of Schedule II, III, IV, and V drugs and other controlled substances

Introduce or expand transportation options that are available to the public and run on a scheduled timetable (e.g., buses, trains, ferries, rapid transit, etc.)

Prevent radon from entering occupied buildings and reduce existing indoor air radon levels via soil depressurization, home or room pressurization, heat recovery ventilation, etc.

Transition families and individuals experiencing homelessness into permanent housing quickly, often with supports such as short-term financial assistance, case management, landlord negotiations, etc.
