Coordinate state and community-level cessation and prevention interventions and provide information on the dangers of tobacco using a combination of educational, regulatory, clinical, social, and economic strategies

Strengthen laws that allow young drivers to gain driving experience in stages; often includes passenger and nighttime driving limitations and higher minimum ages for learner’s permits, intermediate, and full licenses

Provide short-term employment opportunities for youth, especially those from disadvantaged backgrounds

Support school-, community-, and clinic-based teen pregnancy prevention programs such as comprehensive sex education, HIV/STI prevention and youth development efforts, service learning, etc.

Encourage participants to quit using tobacco by a set date or during a specific time period and give successful participants a chance to win financial rewards or other prizes; often called Quit & Win contests

Reduce patients’ out-of-pocket costs for tobacco cessation therapies such as nicotine replacement therapy (NRT) and cessation counseling participation

Limit promotion, placement, flavoring, or pricing of tobacco products via regulation

Deliver phone-based counseling to tobacco users who want to quit, usually with follow-up calls proactively scheduled after initial contact

Require retailers to purchase licenses to sell tobacco products; retailers must follow all tobacco control laws to keep licenses

Set the number, type, proximity, and density of tobacco retailers, especially near homes and schools, via state or local zoning, licensing restrictions, or other regulations

Increase tobacco price per unit through taxes at the federal, state, or local level

Modify the built environment to affect traffic speed and patterns via speed humps, pedestrian center crossing islands, roundabouts, etc.

Support and strengthen traumatized and distressed residents and communities and address effects of community trauma (e.g., poverty, violence, structural racism, etc.) via a comprehensive, multi-stakeholder, and multilevel approach

Support a trauma-informed juvenile justice system to recognize and respond to trauma’s impact on youth through staff training and broad adoption of trauma-informed practices and policies

Place youth with mental, emotional, and behavioral health challenges in foster families that provide a structured, nurturing, therapeutic environment; also called Therapeutic Foster Care (TFC)

Place severely and chronically delinquent youth in foster families that are trained in structured behavior management and connected to TFCO program staff; formerly called Multidimensional Treatment Foster Care

Prohibit all drivers from texting or talking on a cell phone while driving

Require both licensed firearm dealers and unlicensed (i.e., private) firearm sellers to conduct background checks of potential firearm purchasers; also known as comprehensive background checks

Require all motorcycle operators and passengers to wear a helmet; laws are established statewide and may also include mopeds and scooters

Increase the number of registered voters through initiatives that reduce barriers and expand accessibility, including automatic voter registration (AVR), voter registration drives, easing voter registration requirements, and expanding registration sites

Increase voter turnout through get-out-the-vote campaigns and initiatives to make voting more convenient such as allowing early in-person voting, vote-by-mail, or expanding polling locations and hours

Teach students attitudes, skills, knowledge, and behavior needed to participate in and contribute to a democracy

Restrict full contact between youth football players via limits to the number of contact practices, head hits per player, delay tackling until a certain age, etc.

Transfer arrested youth from the juvenile justice system to the adult criminal justice system

Provide youth with leadership building opportunities, often through social activities such as advocacy groups, peer education, youth-led participatory research, and local government youth advisory councils and boards
