Provide pregnant and parenting teens with services such as education, vocational training, case management, health care, child care, and transportation assistance to support high school completion

Offer programs to help individuals without a high school diploma or its equivalent achieve a high school equivalency credential

Regulate mental health insurance to increase access to mental health services, including treatment for substance use disorders

Establish programs that connect students at risk of dropping out with trained adult mentors who provide ongoing guidance for academic and personal challenges

Establish transportation services for areas with low population densities using publicly funded buses and vans on a set schedule, dial-a-ride transit, volunteer ridesharing, etc.

Provide incentives to trade in old cars or light duty trucks with low fuel efficiency and high emissions and buy new vehicles with higher efficiency and lower emissions; also called scrappage or vehicle early retirement programs

Implement anti-idling policies and awareness campaigns to reduce engine idling for passenger vehicles, school buses, and/or equipment and truck fleets

Require scheduled testing of vehicles’ tailpipe and evaporative emissions; federally mandated in areas with particularly poor air quality
