Provide funding via tax credits at the state and local level to support development and rehabilitation costs of low income rental housing

Use an intensive, family- and community-based intervention that addresses individual, family and environmental risk factors that affect antisocial behaviors among serious juvenile offenders

Increase the minimum and/or maximum age boundaries for youth to be processed in the juvenile justice system

Establish tenant protections via regulations to the housing rental market such as limits on rent increases and eviction protections for tenants with low incomes; typically via rent stabilization

Place youth with mental, emotional, and behavioral health challenges in foster families that provide a structured, nurturing, therapeutic environment; also called Therapeutic Foster Care (TFC)
