Expand incentives such as scholarships and loans with service requirements and loan repayment or forgiveness programs for health care providers who practice in rural or other underserved areas

Establish a non-share capital cooperative model in which fee-paying members can share the communal resources of a grocery, house, or utility cooperative

Expand use of J-1 physician visa waivers for foreign national physicians who have trained in the U.S. and will serve patients in designated Health Professional Shortage Areas (HPSAs)

Establish locally mandated wages that are higher than state or federal minimum wage levels

Pair new nurses with more experienced nurses who act as a resource and provide support as the new nurse establishes her or himself professionally

Increase the lowest hourly, daily, or monthly compensation that employers may legally pay to workers
