Rate of hospital stays for ambulatory-care sensitive conditions per 100,000 Medicare enrollees. The 2025 Annual Data Release used data from 2022 for this measure.

Patients often were hospitalized for conditions that could have been treated in an outpatient setting, such as congestive heart failure, bacterial pneumonia, and urinary tract infections, suggesting that quality outpatient care was not accessible.1 This measure may also represent a tendency to overuse emergency rooms and urgent care as a primary source of care. Preventable hospital stays could be classified as both a quality and access measure, as some literature describes hospitalization rates for ambulatory care-sensitive conditions primarily as a proxy for access to primary health care.2 Preventable hospital stays are costly, disproportionately impact historically marginalized communities, and can lead to long-term health and financial consequences.1
