Enable law enforcement to immediately take the license of a driver who fails or refuses to take a chemical test for alcohol

Establish publicly funded investment accounts for every newborn, accessible at age 18

Set legal limits for drivers’ blood alcohol concentrations (BACs)

Implement checkpoints where law enforcement officers can stop drivers suspected of drinking and driving and assess their level of alcohol impairment; also called sobriety checkpoints

Build assets through child development accounts (CDAs) with contributions from a sponsoring organization, such as government agencies or nonprofits, and family, friends; also called children’s savings accounts (CSAs)

Support financial institutions providing services to underserved and disadvantaged communities

Offer debt advice from trained providers to tenants with unpaid, overdue rent to help repay debt and increase financial literacy

Encourage use of designated drivers via population-based mass media campaigns, incentive programs based in drinking establishments, and other efforts

Apologize for discriminatory housing policies; increase subsidies, financing, and paths to homeownership for people of color; and invest in systematically disadvantaged neighborhoods
